Estimator – Heavy Civil Construction (Arlington-metro area, VA) Full-Time | Mid-Atlantic Region | Up to $130,000/year + Benefits
Inside Avenue is working with a leading infrastructure contractor in the Mid-Atlantic to hire a skilled and proactive Estimator to support complex heavy civil projects throughout the region.
Based just outside of Arlington, Virginia, metro area, this role plays a vital part in turning project concepts into competitively priced, buildable work.

About the Role
You’ll work closely with leadership, project managers, and fellow estimators to review plans, analyze costs, and deliver accurate pricing for a wide range of public and private sector infrastructure projects. From hard bids to conceptual budgets, your input will help secure the work that builds the Mid-Atlantic’s future.
Key Responsibilities
Analyze project drawings, specifications, and requirements
Perform detailed quantity takeoffs and develop unit pricing for labor, materials, and equipment
Prepare and review comprehensive estimates for heavy civil projects—including highways, bridges, utilities, and sitework
Lead the development of bid packages and assess subcontractor and supplier proposals
Collaborate with management and operations teams to align estimates with project goals
Identify risks, scheduling constraints, and logistical challenges during preconstruction
Support post-bid buyout, budgeting, and hand-off to project execution teams
Produce estimates at multiple stages of project design: conceptual through final CD
What You Bring
5+ years of estimating experience, or 3+ years with a degree in Construction Management or Civil Engineering or a similar discipline
Proven ability to estimate projects over $30M in value
Deep understanding of construction means, methods, costs, and engineering principles
Proficiency with modern estimating software (e.g., HCSS, HeavyBid, OST, or equivalent)
Strong communication skills and the ability to present and justify estimates internally
Highly organized, with a detail-oriented mindset and the ability to manage multiple bids under deadline pressure
